CIS Communications, LLC was formed in 1995 to address the need for site acquisition services among cellular carriers throughout the Midwest. From this beginning CIS has completed numerous projects and become one of the most respected names in the wireless industry.
August 1995 to November 1995 – Sprint Spectrum L.P. hired CIS to develop an in-depth zoning analysis that included municipal profiles and procedures. A thematic map was created, utilizing MapInfo® software, which outlined zoning districts and the corresponding municipal codes that applied to telecommunications facilities. This software was developed for integration into Sprint’s preliminary system design for the St. Louis MTA. Through the use of this system, a portfolio of friendly candidates were compiled and distributed to Sprint for RF analysis.
November 1995 to October 1997 – CIS was awarded over 300 site contracts from Sprint PCS for the St. Louis MTA. CIS performed site acquisition services on all 300 sites coordinating everything from candidate selection to zoning and building permit approval. Through a strategic partnership with Conrad Properties Corporation, a number of sites were delivered as turn key builds. The system was launched according to schedule in June of 1997. CIS received commendations for signing Sprint’s first PCS lease in the nation and Conrad Properties Corporation received commendations for constructing Sprint’s first PCS site in the nation. CIS continues to provide both general service scope and contracting services to Sprint PCS under a non-exclusive agreement.
April 1997 to June 1997 – Roberts Wireless Communications, LLC, in conjunction with Labarge/Clayco Wireless, contracted CIS to provide detailed zoning analysis for BTAs throughout Missouri. This analysis included the mapping of existing structures and the creation of detailed deployment schedules to meet the client’s timeline.
June 1997 to Present – Vertical Real Estate, Inc. (VRE), now know as SBA Communications, has contracted with CIS to develop towers throughout the Midwest. CIS has provided a number of services for VRE throughout Missouri, Illinois, and Indiana.
October 1997 to December 1997 – Western Wireless Corporation contracted CIS to provide a detailed zoning analysis of the St. Louis MTA. This analysis included an outline of friendly sites, existing towers and rooftops for RF engineering’s use in creating a system design. Information also included demographic profiles for various regions of the MTA. CIS worked with Western Wireless system designers to create a “viable commercial footprint” for the St. Louis MTA.
March 1998 to April 1998 – CIS furnished site acquisition, zoning and permitting services to Teleport Communication Group (TCG), for a fiber optic node location in East St. Louis, Illinois.
March 1998 to June 1998 – Nextel Communications contracted CIS site acquisition services for over 30 sites in Indiana and Michigan. Primary locations included sites within Indianapolis as well as major highway corridors. Resources were quickly deployed and services were completed well ahead of schedule.
May 1998 to March 1999 – Sprint PCS contracted CIS for a total of 67 sites designed to provide highway coverage in and around Columbia and Jefferson City, MO. A number of zoning intensive in-fill sites were also included in the contract.
November 1998 to August 1999 – Sprint PCS contracted CIS for an additional 60 sites in areas immediately surrounding St. Louis. These sites were designed to expand the coverage area along major highways for the St. Louis MTA.
February 1999 to February 2000 – Nextel Communications contracted CIS for another 35 sites, this time in the Chicago area. These sites were in-fill sites, and were designed to supplement their existing wireless system. Although search areas were constrained, and zoning was difficult, CIS met success with the project.
May 1999 to November 2000 – SpectraSite Communications contracted CIS for 15 sites throughout Missouri. These sites were speculative build to suit opportunities. For each site CIS provided a summary detailing construction feasibility, zoning, and a wireless climate analysis.
October 1999 to March 2001 – CIS completed a multi site contract for site acquisition services on over 100 Voicestream Wireless sites throughout the St. Louis MTA. The majority of the sites were located in the St. Louis Metropolitan Area.
April 2000 to Present – Anticipating an increased need for tower space and locations, CIS continuously pursues build to suit and spec tower opportunities.
April 2000 to August 2000 – Metricom contracted CIS for engineering management on over 60 sites in the Metro St. Louis area. CIS coordinated A&E drawings and assisted in the design of their future network build-out.
June 2000 to August 2001- CIS contracted with Nextel Communications for site acquisition services on more than 40 sites throughout Chicago and Indianapolis. Services included candidate identification, lease coordination, zoning analysis, and zoning/building permit approval.
August 2000 to September 2001 – Sprint PCS contracted CIS for site acquisition services on over 35 search rings in the St. Louis area of Missouri and Illinois. These sites were designed to address in-fill and capacity issues.
December 2000 to May 2002 – CIS contracted with Unisite Inc. to provide turn-key site acquisition services on over 30 sites throughout Missouri and Iowa.
July 2001 to April 2002 – SpectraSite Communications contracted CIS for site acquisition services on 15 towers. These sites were mainly located in the southeastern portions of Missouri.

March 2003 to January 2005 – LCC International contracted CIS to provide services on over 80 of US Cellular’s initial St. Louis MTA sites. CIS provided a full range of zoning and permitting services for the project by coordinating with municipalities throughout the Missouri and Illinois area.
January 2005 to Present – CIS currently provides services directly to US Cellular and is in the process of completing a 125 site project. CIS successfully assisted US Cellular with their St. Louis MTA launch and is currently in the process of further expanding the US Cellular network. |
